I've used it for over two years now, and even when I had less of the convenience and tools that are in the present releases, I found that it was really stable. Evidently it has its glitches, but for a script that's just 37KB in size, it's definitely fast, more efficient, and much more customizable than many of its competitors. You don't need to buy your own host to use PerlBlog, either. It's so quick that sometimes you'd want to refresh the page just to make sure everything passed through the proper channels. Plus, knowing all the other competitors, it's been my pleasure to be able to glean from them some of their better ideas and to assemble them into one pretty nifty piece.
It's like Xanga without the ads, WordPress but much faster, MoveableType but less complicated.
You have direct control over your archives, so you can always make sure, in a tangible way, that your archives are safe. Transferring them onto another host could not be any faster than downloading from one and uploading to another.
